An executive order from President Obama encourages federal agencies to mandate project labor agreements (PLAs) on federal construction projects exceeding $25 million in total cost. These contracts require union labor and union agreements. Studies have shown that PLAs increase project costs by 12 percent to 18 percent. Millions of your tax dollars? Stimulus for powerful union interests? Ask Congress to support open competition instead.
